Your system is infected with a simple ransom virus, you can remove it by the methods use to remove malware. But if it locks up your machine you have to follow the following steps:

1) Restart your PC.

2) Press F8 key.

3) You will be redirected to ‘Advanced Boot options menu’.

4) Click on repair your computer and press enter.
