This is the case of some restricted permission that you are getting. Since most of the users are not administrators of the computers, you need to see what else you have with your computer.

First make sure that you get the administrator privileges for the account that you are using. Or please login with any administrator account.

Second, from the software, please create a new user with administrator username and password.

Now login from this newly created username and password and see what new options have you got for this purpose.

Now try to set the domain controller and see if it works or not. Hopefully it will work this time.
