When I try to login to SAP via the portal the login ticket does not get captured. It happens with all available methods when I choose the use internet explorer option. Please help me resolve this problem.

You will encounter this error if the installation not installed successfully or not installed properly to your system, what I mean is there is registry entry that is missing, especially entries for {D5DEA129-C130-4268-A3AB-14CED69E052D}. It is generated by the installer, but if it is missing in your registry, you need to re-install the software. Just make sure that when you install it, you run as administrator or you have administrator rights. When you run the installer, just right click the installer then choose run as administrator. You can do that for other program that you install to your computer.
