When tried running Inkscape, I encountered the error below and therefore can’t use it, but sometimes it work perfectly. Any ideas why this happens and how I can resolve it?

This is a known Inkscape issue for Vista / Windows 7 on some versions. You should remove the current version of Inkscape that you have installed on your system, download the latest one from the official webpage, and do a clean install. Hopefully this will fix the error you are getting. If the latest version doesn't fix it you can try a development version (beta). This error doesn't seem to appear in Windows XP or other systems, so if you are able you could install it on another system.
