What is the best picture file merger that is suited in separation of unique folders

Hey guys, I have a lot of pictures with different folders, other folders have the same picture with the same file name. Anyone can suggest what is the best picture file merger  to be use so that all pictures with the same filename can merge into one folder while others can have a separate folder, so there a two output folders.

If you are looking for a picture organizer or photo organizer, you might want to try Picasa Photo Organizer 3.9.136.9 which can be downloaded from Graphics|Picasa Photo Organizer 3.9.136.9. This version of Picasa works with Windows 2000, Windows XP, Windows Vista, and Windows 7. I’m not sure if it is really a freeware, but you might try it as well so you can check it for yourself if it doesn’t have any expiration period of some sort.
