Spectrum Digital XDS560V2 cannot connect to the target

Hi experts,

I have this connecting error from Spectrum Digital and I did everything that the error says hoping that I will solve the problem. Nothing what is written in the error works and I am out of ideas. Does anyone have some time to help me with this ? What is wrong ?

Unable to halt device. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, andor try more reliable JTAG settings (e.g. lower TCLK)
