Hi.  I have an old Acer Aspire 4736Z that has a 2.3 GHz Intel Pentium T4400 processor, 320 GB HDD, Intel GMA 4500M Dynamic Video Memory Technology 5.0 Graphics Processor and Windows Vista Home OS.  Where can I get the updated driver of Acer empowering technology for Aspire 4736z?

You can get the updated driver of Acer Empowering Technology for Aspire 4736z from the Prime Time Freeware site. However, it is not advisable for you to update your driver utilities if they did not come on your computer. From the site you will get the utilities appropriate for you Acer.

Hi,
    You want to update your computer's empowering technology then there is only one place that can help you the best.

Go to the Acer Site and put your PC model and follow the instructions and download the update!
It can be possible from perhaps some other sites but that's not at all recommended because they are not the manufacturers and this can make your claim null and void.
