Since you are a beginner in using Flash, you must know you can always use the Help Section to find out whatever answers you may need.
For inserting pictures in flash when making, let's say, a simple logo banner you must go to the File menu, and then choose Import and then Import to Stage, after you previously selected the frame that you want to add an image to.
