I have a Windows 8.1 and everything from my PC is updated. However, some of the Xbox applications are not working. It is showing an error:
Sorry, the Xbox service isn't available right now. Please try again. If the problem continues, visit www.xbox.xom/support to check for guidance.

I tried to restart for few times now, but error still came up. How can I fix it?
Error 0x80070461: Xbox Service Not Available
I think there is a problem with the account you are using when logging in to Xbox because either you are using a local account and not the Microsoft account or the other way around. Try changing to local account. Press Windows button + I, select “Change PC settings”, and then Users. Look for the option “Switch to a local account” on the right side and then select it.
Follow the instructions how to switch to local account. Once this is complete, if you are using your Microsoft account, it is now converted to local account. On the other hand, to switch to Microsoft account from local account, just follow the same procedure. If you still can’t connect to Xbox Live even after switching account, you should check your connection with Xbox Live.
Using your Xbox One console press the Menu button in the controller. See image.
Next, select Settings, Network. In Network Settings screen, select “Test network connection”. Your console will now connect to Xbox Live if the test is successful. In case you are prompted to update your console software, select Yes.
