I'm planning to build my new PC from scratch.  I already have a MSI board, i7 2.66 GHz processor, 1 TB HD.  I'm planning to invest heavily on my video card as I am in graphics.  Do PC gamers especially RPG players know the best video card out there that has a heat sink?

I want to congratulate you on building your new PC. Nowadays there are a lot of different graphic cards. But today I want to suggest you just one, GeForce GTX 690. This GPU unit from nVidia has more processing power.

It features all newer technologies such as DirectX 11, PhysX, CUDA and much more. With this card you should play all games with the highest settings and resolution possible by your monitor. It should run perfectly with your chosen CPU – i7. Look for a GTX 690 model with heat sink.
