If you want to install Microsoft .NET Framework 3.5, you may download “.Net Framework All in One x86(incl 3.5SP1)” from this link.

This is a silent-installer and you may not be able to see any progress bar while installing it. Run the installer then wait for it to finish by checking it with your Windows Task Manager.

Reboot your computer when it is done. This installs Microsoft .NET Framework 1.1 Service Pack 1, Microsoft .NET Framework 2 Service Pack 1, Microsoft .NET Framework 3 Service Pack 1, and Microsoft .NET Framework 3.5 all patches applied.
