What is .NET Framework Initialization Error?

Hello .net masters, I am posting here an error that my friend is sharing to me, as much as I want to help him, I could not, I don't have an idea on this error, since I am just new to .net, pasted below is the error for you to see and analyze.

 

Unable to find a version of the runtime to run this application.

As much that I want to help, what I first did, I search on the internet for some discussion on this error, that might give me an idea on the problem, since none was found I decided to post this here, to get some advices,

What is .NET Framework Initialization Error?

With such error: “.Net Framework Initialization error”, you may need to reinstall the .Net Framework you’re trying to install. Before doing that though, it is better to run the .Net Cleanup Tool which you can download free.

By running such clean up tool, it’s going to clean up all and other .Net framework which previously failed to install. After the cleanup process, try to reinstall the .Net framework again. http://www.microsoft.com/net/downloads

If the above steps don’t work, you may need to run all the Windows Update on your computer and scan your system for any viruses.

Some .Net framework issue is caused by a malware infection.
