Program monitor internet usage in Java

Hi techyv Guys,

I am planning to do program monitor internet usage. Which will monitor the internet usage of computer and alert while cross the bandwidth limit. I plan to do this in Java, will it be easier. Else please suggest, which program codec will be easier to do this program.
