Windows splash screen in Xbox 360
I cannot even get to the windows splash screen in my Xbox 360 with wired controller. I tried changing the Legacy USB settings in BIOS with no effect. How can I resolve the issue?

Have you checked the cables and made sure that you have connected them properly, and also ensured there might not be a broken cable somewhere that is making the splash screen not to be accessed? You should also check the ports on the Xbox and the computer too. Faulty USB ports will hinder information and power to be transmitted and therefore cause the splash screen not to power on.
You might also want to check the power sources, the extension cables and the plugs and make sure that they are not faulty, because if they are then it means that power will not be transmitted and thus the splash screen will not power on.
