Windows is the vital software for maintain a computer. I know that without windows software a computer will not be run. My computer is very slow and needs to reinstall.
Dear you are trying to installing the window from existing running window. As you know your system not running properly so it will not properly run any device and also it is not good method to install window.Â
You must restart computer and go to setup by Pressing F2 or Any setup key which showing on your screen when you start computer. Go to Boot options and place CD device at top, save setting and restart system.
Now your computer will pick windows CD and you can easily install window. Please also install an update Anti-virus on your system because it is 90% chance that your system having virus that hanging all activities. After installing Anti-Virus, run a depth File scanning of all derives. I will recommend you any updated version of NOD32.

Your computer may be freezing due to a number of possible causes, one, it may be a problem on your computer system registry values, to overcome this, go to Microsoft support Centre website and download a registry key repair software and install it on your computer.Â
Another cause may be due to a malware infection, Run the best updated Anti-virus on your system. I recommend AVG.
As last option you will have to use your windows installation software disk to format one of your drives where your current faulty windows is installed and re-install windows.
To do this, Press F9 when booting, and using arrow keys on the keyboard, select CD ROM to boot from the windows installation disk inserted in your computer. Follow the steps and the wizard will lead you through the installation process.
