The error pops up when you select TLS 1.2 in the security settings of Internet Explorer.
The first step is to connect to the secure Web site to the Internet Explorer. Also, check the system date and time settings so to make sure that the configuration of the computer is proper.

- You should make sure that you have enabled the TCL and the SSL protocols in the system.
- Go to the Internet Explorer
- Go to the Tools option, and click on the Internet Options
- In the advanced section, go the Security section and check that the TCL and SSL protocols are enabled.
