I cannot get clearly what you are trying to ask but I guess you want to know where you can post a question that you be having for you to get an answer, right? Well, if that is your question then a place like this is where you post any questions that you may be having so that any expert who has knowledge on how to help you get the answer to that question will respond to you. This site mainly deals with IT questions.
But there are many other forums that also deal with non-IT related question, which you can get by searching on google. But if your question is IT related then you can ask it here and someone will be there to help you.
