In general, ROM in a PC contains the BIOS, fundamentally the most basic stuff the PC needs to run, such as load the operating method from somewhere. However, the bootup "image" may even be stored in ROM (known as "boot rom") on diskless network station setups. Most game cartridges are also ROM. ROM is not volatile, in the strict sense of the word. There's sure subtypes of ROM such as Flash ROM, EPROM, EEPROM, and so on that can be changed, but they are not thought about volatile.
