There is plenty web based voice chat applications. From personal experience I love Skype. But here are some of the best ones.
1. Fring is user friendly and its best feature is its cross-platform compatibility with platforms such as google talk and Skype. But, this is for mobile phones.
2. Goggle talk is also another voice chat application which can also enable you to call to mobile phones found in the US and Canada for free.
3. Paltalk has also an excellent voice chat feature including webcam and many rooms full of people with a variety of interests. You can enter your favorite rooms and talk with the people there.
4. Mumble is also another web based chat application specially designed for gamers with low latency.
