Here are some that you may find very useful:
This application contains features like panorama joining, photo fuse, face recognition and all the basic tools along with the exposure, noise and colour correction.
Photo Plus Starter Edition is a free version of its software suite created by Serif. It contains basic and elementary tools to edit photos though lacks more robust features of the paid version.
Picasa is more like a slideshow creator and photo organizer than photo editor, but contains enough basic editing tools. The plus point is it contains many Google+ features as it is acquired  by them in 2004.

This online based editor is almost like photoshop. Eliminate those devil eyes by red eye tool, stain on a picture like a coffee mug was rested on the photo and many more.
