It seems like this error is affecting a lot of users. If you use ArcGIS Explorer Online, you may encounter a problem when opening maps. There are times when a map is created in ArcGIS.com it may give you an error that says your webmap version number is not supported. After learning about this, they tried different ways and it was successful.

One of the methods was to construct the same map using ArcGIS Explorer Online. You can try this method and see if it works. Another way is to use the Developer Tools in Internet Explorer 9. This method clears the cookies of your desired website. To try this, open the website you want to clear the cookies or open ArcGIS.com using Internet Explorer 9.

Next, press F12 to open the Developer Tools. In Developer Tools, select Cache then click “Clear cookies for domain”. See image.

Also, you can reset the site to its default options using the Developer Tools. To reset the site to default, select Cache then click either “Clear browser cache” or “Clear browser cache for this domain”. See image.

The problem is really associated with the browser’s cache data. For certain reason, the web browser keeps on using the website’s cache data even if you already clear the browser’s cache. I think when clearing the cache, there is only a certain part of the cached data that is removed and retain the other part of the information and this is what’s causing the problem.
