This may be happening because you are using the activation wizard which may not connect to a Key Management Service (KMS) host computer or you may be using a generic Setup key which is intended for some volume license operating system.

To resolve this, avoid using KMS activation, as it will automatically be turned on to Multiple Access Key. Or you may try another solution, just press the Windows+R key on your screen. A screen will appear in front of you now just enter this command Slui 3 and now press Enter. After this it will be asking for your windows activation key.

Enter it and reboot your windows now. Your error is expected to be gone now.
