Why is it that I cannot catch up the time of Spain that is one hour considered not moving against the Daylight Saving Time?

Can you explain what makes a difference?

Not all countries observe DST. Spain follows DST of European Union and rest of Europe (except Iceland) but not American Daylight Savings Time (DST), that's what makes the difference.

Their clock moves forward by one hour on the night of the last Sunday of March and goes back one hour on the night of the last Sunday of October. Countries with DST don't move the clock one hour ahead all at the same time. Though, when all countries change the clock, time differences are back to the way it was.

DST always happens on Spring and ends on Fall. Meanwhile, Equatorial and Tropical places aren't affected by DST for the reason that they only have wet and dry season.

For the whole of 2016, daylight saving time is in effect starting March 13, 2016 at 2 AM local time until November 6, 2016 at 2 AM local time. For the coming year 2017, daylight saving time is in effect beginning March 12, 2017 at 2 AM local time until November 5, 2017 at 2 AM local time.

There is a change in the rules of daylight saving time. In 2007, for the first time in more than 20 years, the rules for daylight saving time were changed. The Energy Policy Act of 2005 ratified the new changes where it extends the time-span or the duration of DST in the interest of reducing energy consumption. The rules raised the extent of DST for about a month.

Daylight saving time is now in effect for 238 days or about 65 percent (65%) of the year while Congress kept the right to revert to the previous law in case energy savings are not important or prove unpopular. For those who have no idea what DST is, daylight saving time is the period of the year when clocks are moved one hour in advance.
