I will advise you to use another software called OpenIV 1.2.5 (Please see the image below) to replace the audio files of GTA IV.
OpenIV 1.2.5 is an editor program by which you can replace not only audio but images and texts as well.

The best tool that you can use to replace the audio files of GTA IV in my opinion is the GTA IV – Aud – Audio Replacement Utility, this utility will allow you to change the audio files of GTA IV with ease and efficiency.
It allows you to replace audio within ivaud archives which have been extracted using other third party utilities from RPF archives.
