My Adobe Flash settings (which need to be changed online for dumb reasons) are set to notify me when a transfer is possible. However, there is NO SETTING for “transfer after my approval”. Norton has learned in Maine that “pepflashplayer.dll” has been downloaded without my permission. Am I unable to download or update Flash without my permission? I would like to grant it as soon as I checked that it might be a flash update. However, I do not agree that a package will be downloaded or updated by itself, even if the PC user does not agree. How can I prevent this?

You don’t need to get panic. Pepper Flash is a component of Chrome. Chrome updates this mechanically if necessary. There is nothing to emphasize here if you use Chrome.
