To fix the issue you are having-

  1. Go to start menu and type gpedit.msc
  2. Then go to computer configuration and then select Windows settings
  3. In that go to security settings and then local policies
  4. In that open security options and change UAC to disabled.

This will fix the problem.

If you have Microsoft Windows 8.1, I don’t think there’s a problem installing VLC media player because VLC fully supports Windows 8.x. If you have an existing version of VLC, uninstall it first since you’re having a problem. Download the free version of Revo Uninstaller and install it. Once installed, start Revo then select “VLC media player” on the list and click “Uninstall.”

Follow the normal uninstall process. When it is finished, click “Scan” to scan your computer for any leftovers. When scan is complete, delete all the items found to remove everything the program created on your computer. Restart your computer then download the free version of CCleaner and install it. Once installed, run CCleaner and clean your machine. Download the latest VLC media player for Windows.

It supports Windows XP Service Pack 3, Windows Vista, Windows 7, Windows 8.x, and Windows 10. See if this works. If you want to convert CCleaner to Pro, download the codes and follow the instructions.
