I make shortcut for many folders, programs and files on desktop and they work. But recently there was a problem that when I make restart to my computer I found that icons of shortcut have been changed to different icon.
All of shortcuts have the same icon view.
So please anyone tell me what is the problem is it a virus and how to fix it.

You said that you made that shortcuts, programs, on your desktop and it work.
Why don't you try to make that procedure again?
You can also restore your computer.
This will allow you to restore your system files to the event that there is failure with your computer. Go to start menu-all programs-system  tools and system restore.
Buy an antivirus for the protection of your computer, scan your windows defender at least 2-3 times a month.

This could be as a result of malware affecting the programs on your computer, and it could have come with a program that you installed. So I will suggest that you try restoring the status to of your system to an earlier point in time by running system restore utility.
Also perform a full system scan on your system hoping that you are using a strong antivirus that can find the malware and remove it.
Or alternatively scan your system with windows defender.
