Yes, on Mobile World Congress Samsung announced that it will launch Windows Phone 8 "Apollo" handsets when the new platform is announced. The company is currently collaborating with Microsoft to bring the devices to the market at the end of the year on October or later. But full specification of the phone I think it is not officially announced by them no article seems to be found yet at the web. But Matt Brum said that Windows 8 covers everything from tablets to laptops to phones so expect some good stuff on the device.
 
They only stated a few features like support for multicore processors and four different screen resolutions. Removable microSD storage as well as NFC support for contactless payments.
