Personally, I feel that by using Rufus, which you can download from Google is pretty simple.

Just run the file and it will open up a wizard where you can mount the windows operating system in .iso file and select the name you want and click on start rest is magic you will have a bootable USB ready in 2 minutes.

 
Are there any critical precautions to be observed in completing such task?
If you want to make a bootable drive of Windows 8, Windows 8.1 or Windows 10, you'll need an 8GB USB drive.
 
Are there any special materials and elements used in making a bootable USB disk?
There are several free tools available such as A Bootable USB, Rufus and Microsoft's official Windows 7 USB/DVD Download Tool But i prefer Rufu as said above which is quite easy you can Google it

If you are referring “USB disk” to a USB flash drive, making it bootable requires an application. You cannot just format a USB flash drive and make it bootable just like when formatting a bootable floppy disk. To create a bootable USB flash drive, you need to use Rufus. It is an application designed specifically for creating bootable USB flash drives.

But before you can even use Rufus, you are also required to have an image file or the ISO file of the Microsoft Windows operating system you want put. The sole purpose of creating a bootable USB flash drive is for installing the Microsoft Windows or Linux operating system as replacement for the Windows setup CD or DVD.

But if you want to create a bootable external hard drive that will allow you to boot Windows, you can use WinToUSB. Of course, just like Rufus, you also need to have an image or ISO file of the Windows setup CD or DVD. You can also use a USB flash drive if you have created a Windows installation in a bootable USB flash drive.

WinToUSB allows you to create a portable Windows 7, Windows 8.x, and Windows 10 on an external hard drive.
