Yes, that can be a big problem there are two causes might bring the problem. One is your hard disk may be damaged so system do not have any drive to boot. Hard disk has a boot sector that start the pc without that you can’t start your pc on the other hand may be some boot file was deleted by virus or anything else. So again the computer does not have the code to start. So first try with a windows installation disk to install another window in another partition so you can recover your old data. If the installation does not continue or pc do not start after installation your hard disk is died so bring another hard drive to start your pc again.

Check your hardware especially the hard disk drive. Your hard disk drive might be detected but the computer during the boot-up process could not read your boot-up system. This means that hard disk has the biggest contribution for this error but the primary concern is the operating system. If the hard disk drive is already damaged, we can’t do anything for this but to purchase a new hard disk drive. A loose connection between your motherboard and hard disk drive is possible cause of this error so check your cable connections inside the casing. In spite of all possible cause had been check, try also reinstallation of your operating system. Your hard disk drive boot sector might be damage so try the re-installation of the operating system. This may help you for this error.

The error Boot Failure: System Halted means your operating system is corrupted or your hard drive is failing. This might be because you are using an old computer system. Try to insert your Recovery disk and boot your computer from it. If it can be detected, then choose to repair your computer. You can also consider a clean install. Remember to back up your system before performing this solution. You will lose all the data stored in your computer. Simply insert your OS installation disk and then reformat your computer.

If you cannot boot from the disk, try updating your BIOS with a floppy or a flash drive. Test your hard drive also if it's failing or not. If so, you will need to purchase a new one.

When you start a computer, the first thing it will look for is an operating system to boot. To look for a possible operating system, the machine will follow the first storage device listed in the BIOS based on the sequence of bootable storage devices.

If the first storage device on the list is the hard drive, it will check the hard drive for an operating system to boot. Now, if the hard drive doesn’t have a bootable system, you will receive that error. On the other hand, if the first device listed in the BIOS is USB, the system will check for a connected USB device.

When a USB device is found, it will try to boot that device whether it has an operating system or not. Now, if the USB device doesn’t have a bootable system, you will again receive that error message and the system is halted. It will not check any secondary bootable device like the hard drive to boot.

When you receive this error on your computer when booting up, the first thing you should check are the USB ports. You need to check if there is a USB flash drive or an external hard drive connected to one of the ports. If you found one, disconnect it from the port and restart the CPU.

But if there is not a single device connected to the USB port, you probably need to reinstall Microsoft Windows.
