Problem with 12 step process of installing-configuring on windows PDF

Hi I am using Windows server 2008 R2 OS with an Enterprise installed of MG 2011 with enabling of both IIS and PHP and has the problem with 12 step process of installing and configuring on windows PDF and this step is to add the virtual directory for the step that it works for this step.
But the problem is that I got an error message when I double clicked on the document of type default as cannot read the configuration file due to insufficient permissions.
I have even logged on to local admin of the server and I am even running IIS manager as an Administrator and also removed completely by rebooting the system and then installed a fresh copy but with the same error
There was an error while performing this operation.

Ok, as it is a authentication error. You can try following steps to solve the problem. If it works, don’t forget to let me know. Just follow the instruction:

-open windows explorer and locate the file called”web.config” which is associated with the website.

–  Select the “web.config” files and right click on it.

–  Click on “security “and then “edit”.

– Click “add”.

–  In the “Enter the object Name” frame, type computername IIS_IUSRS, then Click “check names” > then “ok”.

–  Select the “Read check box”> click “ok”.

– open “web.congig properties” dialog box, select “ok”.
