The possible rational behind the Samsung Company’s camera phone production

What are the possible technical reasons why Samsung phone cameras in terms of mega pixels not quite impressive as compared to other branded phone like Sony Ericson especially? Of late I am likely to conclude that Samsung smartphones normally have low camera pixilation as compared to other smartphones and I presume that perhaps the Samsung Company does not pay so much attention to camera phones on like other smartphones production.
