Lowering the refresh rate on monitor

I was explaining to a colleague about my monitor at home flickering and they mentioned a few troubleshooting tips, one of which was "lowering the refresh rate". I already tried some other things and they thought this might help. I need some help understanding how to do this, can anyone offer me some advice? Thank you.

This method is applied to windows 7 or 8.
 
1. Right click on anywhere on the desktop and select “Screen resolution”. 

2. Click on “Advanced Settings”.

 

3. Click on “Monitor”.

4. Select your preferred screen refresh rate from the drop-down menu "Screen refresh rate".
5. Click on “Apply”


 

6. A window will appear saying “Do you want to keep these display settings?”
7. Click “Yes”
8. Done!
