To configure the Pop-up Blocker by using registry key:

  • Click Start, click Run, type regedit, and then click OK.
  • Locate and then click the following registry subkey:
HKEY_LOCAL_MACHINESoftwareMicrosoftInternet ExplorerMainFeatureControlFEATURE_WEBOC_POPUPMANAGEMENT
  • Double-click Iexplore.exe
  • To turn off the full Pop-up Blocker, in the Value data box, type 0, and then click OK. Or to turn on the full Pop-up Blocker, in the Value data box, type 1, and then click OK.
To configure Pop-up Blocker per zone:
Each number under any of the following registry subkeys represents different zone:
HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionInternet SettingsZones
HKEY_CURRENT_USERSOFTWAREMicrosoftWindowsCurrentVersionInternet SettingsZones

For 1809 under each zone, one data value of 3 means that Pop-up Blocker is disabled. Data value of 0 means Pop-up Blocker is enabled.

That’s odd. It’s my first time to hear of an internet file that pops up whenever a user logs in to his computer. What I had in mind about the “internet file” you are saying is an HTML file. But with all the programs I used even before I haven’t had one that installs a file that makes it to pop up every time a user logs in. It’s possible that your computer is infected by an adware. The very first time I encounter an adware infecting a computer was when I was still studying and it was with my classmate’s computer at home.

It’s really the same with a regular virus; it also affects almost all applications installed on the computer. Whenever a user tries to open a program, a dialog box will always pop up showing something which when you click will open the web browser and will bring you to some website. Since you’re not sure if your computer is infected with an adware, scan your machine with your antivirus. Run a full system scan.

If it didn’t find anything on your computer, check if there is a file inserted in the Startup of Windows. Click Start, All Programs, and then point to Startup. Check if your internet file is loaded in there then simply delete it by right-clicking on it then selecting Delete.
