Speed of the hard disk cannot be optimized. The hard disk speed doesn’t vary even if you where using hard disk utility.

By the way, if the real issue is the speed of your computer, off course hard disk is one of those factors. There are hard disk drives that have a high speed and a low speed when it comes to RPM.

And hard disk drives also come with different cache memory. So the speed of your hard disk drive depends on the hard disk hardware specifications.

Seeking of data in your hard disk drive becomes slow when you have fragmented data.

For the seeking speed is concern, defrag your hard disk drive so that data will move on the appropriate place and seeking job will be faster for the job of the hard disk drive.

You don’t need a third party utility; you have it in your windows utility.
