What did you mean by “remove the DVD”? if you mean that without removing the DVD drive from your computer completely then there is may be two reason that cause the problem.

One is that there is a problem with your power box that give the power supply to your computer from inside the CPU or the jack of the power box that come to your DVD drive. On the other hand there is a big probability of problem inside the DVD drive may be sort of current.

Try to re-connect the DVD drive with another jack (port). The most important thing is that you can ensure that it is a hardware problem.

This is because CD-ROM, DVD, or disc drive is  not working in Windows. The reason of this problem is due to Corruption in Windows, Computer Virus,Bad CD-ROM drive or connected improperly. So for the solution in case bad or dirty cd try more than one cd and check device manager with these options, click on start, settings, control panel and on the hardware tab and device manager and reboot the cd.

Try to run it in safe mode if it runs than sure that widow or drivers are corrupt. It make sure that cables of your  DVD Rom are properly connected.

With all these if you are still facing this problem than it is sure that DVD Rom is not in working condition.

If you are facing this problem then this DVD which is inserted in your computer is bootable cd which cause that problem because when you start your system it will boot from your cd first and your system first that's why this problem occurs !

So you must reject this disk from your DVD before starting your system !

Does the problem occur when the computer boots up?

The DVD that you placed inside the optical drive, the DVD writer, may be a bootable disc. But it's not anymore working or it's defective or unreadable.

It's also very likely that your computer's boot sequence is configured so that it will try and boot through whatever is inside the optical drive if it's bootable first before the hard drive or anything else. Given your DVD is unreadable, the computer will then tell you that it encountered an error.

If you optical drive works ok when you're in Windows, then the most likely cause of the error is the DVD media.
