Is iCloud Photo Library sharing possible with two different iCloud accounts?

I would like to share my iCloud Photo Library with my iCloud account and my dad’s iCloud’s account so that our photos are in sync. Currently I have to connect his phone with my laptop every time and upload them to iPhoto. Without uploading them I am able to use them in family share album.

You could use family sharing option on your device. 

From here you can Invite more than  one, up to five family members to share not only photos, but also iTunes, iBooks, Calendar and even App purchases. When your father joins the group you have created you can than from his device set up permissions and sharing features. 
 
You need to turn on Family sharing.

When you do this in the Photos app on your fathers device you will see an album that is shared. Then your father can add photos to that album, and you can also. Both of you will be notified when each one of you add a photo or video to that album, and stay synced. You will need iOS 8.
