Your application, Measurement & Automation Explorer, has a really serious problem. I think the problem is really within the application and does not concern the operating system. I can not seem to find the system specifications for this particular application so we can determine if this problem is not related to any incompatibility issue or some sort.

But if the application seems ok when you first use it then maybe your system is compatible with it and the compatibility issue can be disregarded.

The information that is indicated in the error message is pointing to a data dictionary that is maybe a component of the application. Maybe you tried upgrading or updating its data dictionary and the update you selected is not compatible with the current version that you have on your computer.

You may try uninstalling Measurement & Automation Explorer and then install it back to fix any corrupted files in the installation. After reinstalling it, if you wish to update its data dictionary again be sure to select the appropriate version for your application.
