I cannot set up Java Runtime Environment 1.7.0.1 (32-bit)

Hello everyone, first of all I cannot put in the current Java.  Java Run time Environment 1.7.0.1 (32-bit)
Then I cannot uninstall Java 7, because  it would not let me.

I am wondering what is causing this problem and why I could not get it installed properly . Does anyone have an opinion on this?

Java Runtime Environment 1.7.0.1 (32-bit) is developed for the general public,

basically this version developed for the developers.you must be install Java Run Time Environment 1.6.0.29 (32-bit) . 
try to installing java in safe mode with Networking(Java needs to access the Internet to install)
you will need to first download SafeMSI. Run SafeMSI while in Safe Mode

Dear Charles Garcia,

Another possibility for that error, do not trust the windows error messages that the installation does not complete successfully, but you should notice the error message from java installer, you should restart your browser before java is correctly installed, and the most important point follow the installation guide for java it is in the link below. Finally check on system requirements.
