I found what you need.  To download dislin go to this site:  http://www.mps.mpg.de/dislin/.
 
After downloading, just run the installation file and it will install itself and configure everything properly.  After installation is done, you can start programming gui by reading this:  http://www.star.le.ac.uk/~cgp/dislinGUI.html.
 
This is a complete tutorial which will prepare you for future coding.  I hope I helped.  Regards.
