You need to transfer the dll file to this directory → C:Program FilesXStandardBin
Open and run CMD as administrator and change the directory to where the DLL file is located
Type regsvr32 XCSSParser.dll and hit enter
Allow READ and EXECUTE file permission on this DLL to everyone.
