First of all, you need to have physical access to a domain controller. The, you can locally restart it in Directory Services Restore Mode (DSRM). Windows GUI or Command line is the tool to restart DC.

Go to Admin Tools, click on System Configuration and safely boot the directory by clicking on Restart. In DSRM, point to Admin Tools and go to System Configuration. On General Tab, click on Normal startup and follow it with OK. Your DC restarts normally.
