When I go to plus. goggle. com, I find the login page in my native language. Before login I change the language in English by selecting from the list which is available at the right-bottom corner of the page (picture attached).
When I log out from my account I find the page again in my native language. But I don’t want pages in my native language. I want in English.
How can I solve this problem?

The reason is that you have set you default language to your native language that's why every time you log in, you have to face your native language.
Now here is the solution for you.
Sign in to your Google+ account.
On the upper right corner, where your profile picture is displayed, click on the small Drop down arrow.
Select Account from the message box. Anew page will be open.
On the left side, select "Language". Now set the language to English and save your account.
Next time you will not see your native language when you login the Google+ account.
