Recently I ran the Disk Defragment on my computer.  At the end of the process, I received a message that not all of the fragmented files could be moved.  What does this mean?  Is there any other way to fix these files?

Also, how often should I run the disk defragment?

How to Fix Fragmented Files

The first most common reason, why all of the fragmented files could not be moved during the Disk Defragment process on your computer is that, there's not enough free space on your hard disk to do so.

The second most common cause is that the specific file is in use by some  program. In that case, you need to close down all running programs, prior to attempting to defrag. When you run in this kind of situation, one of the things you can do is to look at the list of files that were not defragment and see if they are in use.

Disk Defragment  is set to run every week to make sure your disk is defragmented. If you load and unload programs on your computer on a daily basis, then I would suggest you to run it daily or else, if you just surf the Internet then running it once in a week is more than sufficient.
