I am using iOS 7 in my phone. How can I go about disabling the dynamic background feature? Its draining up the battery!

Your dynamic background really does drain up your battery because it is animated and requires processing but it is a background feature that you can remove.
 
Go to Settings > Wallpapers & Brightness > Choose Wallpaper
 
In choosing a wallpaper, ignore the categories of dynamic. Choose a wallpaper from the "Still" category or pick from your own photos.

Hello,

If you’re having battery issues, and the reason is most likely to be dynamic wallpapers, you may need to turn them off as they consume more battery.
Just go to
Settings > Wallpapers & Brightness > Choose Wallpaper 
There you can go to either Stills or you just set an image from your photo library as a wallpaper.
 
 
 
 
You may also want to disable Background App Refresh.
True that Apple has a lot of optimizations in place to ensure that battery consumption is minimal, but it is still possible that you encounter battery life issues due to this feature. To disable it, process as following:
Settings > General > Background App Refresh > 
and turn it off.
 
 
Or if you know for sure that you keep running a single app that is eating up a lot of memory, and so your battery life, you may disable the background refresh for that app. To do so, just scroll down the list of apps and turn off the one causing the problem.
