How to convert Audio file to MPEG file

I was wondering if it is possible to convert Audio file to MPEG file using a converter.

I have searched online but haven't found one.

And I thought you guys will be able to help me.

I know that I have managed to convert MPEG to Mp3 some time ago, and I guess that it can be done backwards.

Any help would be appreciated guys.

Unfortunately, there is no way you can convert an audio file to an MPEG file, and that is for a simple reason: the MPEG file is a video format. It worked the other way around because a video (MPEG) has also sound, while an audio file doesn't also have video, just sound. 

If you want to add video to the audio file you have, you can use some programs specially designed for this, like DubIt, for instance, which is a free software that allows you to mix images and sounds as you wish, either by creating a new video or by splitting an existing one into image and/or sound.

Other names of this kind of programs are Virtual Dub and Audacity, that do pretty much the same thing.
