I am recently getting a problem of accessing all websites and there is slow access of files locally as well as remotely. I am even receiving a lot of spam emails. Can this happen because of DDOS attack? How can I stop DDOS attack?

Yes, this can happen because of DDOS attack as In DDOS attack the victim is flooded with traffic from many different sources potentially hundreds. This may lower the speed of your computer and eventually will break down if this attack doesn’t stop.
The attacker orders its slaves to attack the victim and there are usually a very large number of slaves as mentioned earlier potentially hundreds. All the slaves at the same time keep flooding the victim which becomes difficult for the victim to handle all this traffic at once. This is the reason you keep receiving spam emails as it is a way to flood your system.
There are ways to prevent DDOS attack such as configure your network hardware against DDOS attack there are number of simple hardware configuration changes you can take to prevent a DDOS attack. You can increase the capacity of your bandwidth make sure it is capable of handling load. Also deploy anti-DDOS software and hardware modules. Many vendors now include software protection against DDOS attack for example, by monitoring how many incomplete connections exist and flushing them when the number reaches a configurable threshold value.
