I want to create an animated character that can move around, walk, etc.

Can this be created with Unity 3D Development Environment?
 
Can anybody help me with the steps for making this animated character?

You could try www.mashable.com or www.unity3d.com. A simple tip would be to create your character first in 2d, thus ,making it a bit faster.
