External hard drive not recognized in Windows

I bought an external HDD from Toshiba to serve as a backup storage of my laptop. I have Windows 7 on the laptop and it doesn't recognize the external hard drive. I can hear the hard drive spinning and the light on it is on, but it is not recognized by the laptop. I tried the other USB ports as well, no go. It's not even under 'Devices and Printers'. Any help would be appreciated.

This is likely to be a problem of USB drivers.

Please make sure you have all the needed drivers installed in your system.

In case you already have them installed, try and update them if necessary. Generally this situation that you are facing is unlikely but the drivers could be the problem.
