As I attempted to unload my thumb drive the error below became visible:

Cannot delete old files: It is being used by another person or program.
Close any program that might be using the file and try again.

There seemed to be some fault while eliminating the folder or the file. I cannot get rid of the old files as it is some sort of being utilized by a different person or program. Will I just close the program that uses the file or will just make another attempt? What shall I do with this scenario?

The reason why you can not delete those files is that you are not able to do it while a program is using them. If you want to delete them try to find and exit the programs which are using these files like media players if it is a music or video file (if you were listening to them or watching them from that drive), text editors if it`s a text file, etc.
But you could try to update the that will maybe solve the problem. If that does not work you could try to delete it using the Unlocker by clicking on the down left side list and choose delete.

Looks like the file you are trying to delete is used by another program or person.

The first thing you should do is to check if your file is shared and if somebody is using it at the moment of deletion via the network. If yes, just remove the sharing options in the Properties and the file will be available again.

In case your file is hanging attached to some software, the easiest way to resolve your problem is to restart your computer.
